DNREC engaged ICF Incorporated, LLC (ICF) to support the emissions modeling process that informed the emissions reduction strategies included in the 2025 Delaware Climate Action Plan. ICF employed technical analyses to characterize and model greenhouse gas emission sources and potential reductions. This report focuses on the key technical components of the climate action planning process, which include delineating Delaware’s landscape of current levels of greenhouse gas emissions and existing mitigation efforts, understanding a “business as usual” (BAU) trajectory, and identifying and analyzing a set of feasible actions to reduce statewide greenhouse gas emissions in the short-, mid-, and long-term future.
