Effective November 15, 2026, Senate Bill 237 requires municipalities in Delaware with populations greater than 2,000 to include strategies that consider community resiliency and reduce the vulnerability of property, agriculture, infrastructure, and cultural and natural resources from the impacts of climate change. The strategies are to be informed by the Delaware Climate Action Plan and Implementation Plans and in consultation with the Office of State Planning and Coordination (OSPC).
In June 2026, the OSPC published the Delaware Climate Change and Community Resilience Planning Toolkit to help municipalities comply with the new legislation for comprehensive plans published in November 2026 and beyond. This toolkit provides guidance for Delaware communities developing the climate change and resiliency element of their comprehensive plans. It is designed to complement, not replace, the Climate Change and Resiliency Element requirement in the comprehensive plan checklist.
